SEO - Why don’t web developers use Re-directs?

After working on several websites this week for clients-I am posing the question why don’t web developers and designers utilise permanent redirects.
It appears that 99% of websites out there have canonicalisation issues. For those of you that don’t know the jargon a re direct is when you arrive at website and get instantly directed to somewhere else, a canonical issue is exactly the sites that don’t use these. This is how the problem will appear in the browser:
http://mysite.com
When it should re-direct to:
http://www.mysite.com
Another example:
http://www.mysite.com/index.html
When it should re-direct to:
http://www.mysite.com
The problem with not using them is bigger than you may have expected. If you have any links that pass on authority or PR, and you have a canonical problem then there’s a good chance that the link is being wasted by going to another page within the domain.
The ideal way to correct this problem is to create a 301 re-direct within a .htaccess file on your website. This automatically directs the user to the correct site.
Through correct internal structuring of your website you can find your web rankings will naturally increase, building the all important authority and website strength required to conquer the Search engine listings
