This means that a company is faced with a choice of outsourcing this task or bringing someone on full time to manage the program.

When faced with this choice and time is of the essence it is advisable to outsource. The simple fact is it is hard for someone in house to learn and try and implement these methods successfully, and may in the end never bare any fruit. When outsourcing, take your time in choosing a company for this vital project.
If they are promising you the world they are very likely not going to give it to you and you will loose a lot of money learning that painful lesson. Rather research companies, asked for references as well as ranking reports, to prove their results. In house
When Time is less urgent and outsourcing seems costly in the long run then in house SEO is the best option. Don’t allocate this duty to an individual in the company that already has many functions, as these duties are immense and the program will suffer if it is not maintained on a regular basis.
The next prerequisite is that it should not be allocated to someone who has not experience or interest in SEO. It is not a subject that can be learnt over night and often involves mountains of trial and error. Copywriting and SEO often aren’t a gift found in one person, so a good Copy writer should also be found. This will save time in the long run.
